FY2016-2019 TIP after Amendments and Administrative Modifications

The Dover/Kent County MPO has created a final Transportation Improvement Program for FY2016-2019 that incorporates the Amendments requested by DelDOT and rectifying the small budget changes, considered the Administrative Modifications as agreed by the MPO and the Department.

MPO to hold public comment period regarding proposed UPWP change, Sept. 8 – Oct. 8

The Dover/Kent County Metropolitan Planning Organization will open a public comment period regarding a proposed amendment to its FY 2016 annual spending plan, known as the Unified Planning Work Program (UPWP). The comment period will run from Sept. 8 to Oct. 8, 2015.

This spending plan, which has been in effect since July 1, is approximately $500,000.

The proposed amendment to the UPWP includes $185,000 in rollover funds from FY 2014 and FY 2015.  It is anticipated that this funding will be used for transportation planning studies and additional traffic data collection in Kent County.

The Dover/Kent County MPO is federally required to have a written work program in accordance with the federal transportation bill, Moving Ahead for Progress in the 21st Century (MAP-21).  MAP-21 authorizes federal surface transportation programs for highways, highway safety and transit.

FY2016-2019 TIP: Public comment period to run for proposed amendment, Glenwood Avenue project

The Dover/Kent County Metropolitan Planning Organization is seeking public comment on a proposed amendment to its FY 2016-2019 Transportation Improvement Program (TIP). This comment period will start on Tuesday, Sept. 8 and end on Thursday, Oct. 8.

The proposed amendment calls for the removal of a project on Route 300, Glenwood Avenue, in Smyrna. This project’s scope called for revisions to several existing commercial entrances, channelization of some entrances, the installation of a new traffic signal and a myriad of revisions for signs and stripes on the road.

Delaware’s Department of Transportation had put the road in its 2009 Hazard Elimination Program, citing improvements were needed to revise the commercial entrances through the corridor to reduce the severity and frequency of crashes.

In March, DelDOT decided to withdraw the intended project following a February public workshop in Smyrna where community members, Smyrna police and town officials opposed the work and asked DelDOT to reassess the safety needs for the area. After reassessing the project as requested,  DelDOT’s  findings indicated that the project was no longer necessary.

The Dover/Kent County MPO is running a public comment period on the removal of the project because the project is listed in its TIP in addition to DelDOT’s Capital Transportation Program (CTP). Projects listed in the TIP must also appear in the CTP.

Dover/Kent County MPO office closed for Labor Day

The Dover/Kent County MPO office will be closed on Monday, Sept. 7 in observance of Labor Day. Offices will re-open as usual on Tuesday, Sept. 8.

Thank you to everyone who attended the annual joint public hearing between the Delaware Department of Transportation and the Dover/Kent County   MPO, which was held on Tuesday, Sept. 1 in the main floor meeting room of Camden Town Hall, 1783 Friends Way, Camden, DE 19934.

DelDOT’s part of the hearing was for its six-year Capital Transportation Program (CTP) for FY 2017-2022.

The MPO showed information about projects within its Transportation Improvement Program for FY 2016-2019.
