Public Advisory Committee to meet April 21

CAMDEN – The Dover/Kent County Metropolitan Planning Organization’s Public Advisory Committee will meet at 6 p.m. on Tuesday, April 21 at the Kent County Levy Court Administrative Complex. PAC members are set to discuss and vote upon its recommendation to the MPO Council for the MPO’s draft Transportation Improvement Program for fiscal years 2016 through 2019. This document is undergoing a public comment period through the end of April. PAC members also are set to vote upon two proposed amendments to the MPO’s FY 2015-2018 TIP. These amendments involve moving the right-of-way phase of the Rt. 1/Northeast Front Street grade-separated intersection project ahead of schedule from FY 2019 to FY 2016. Delaware’s Department of Transportation has money available to pay for right-of-way costs earlier than anticipated. The other proposed TIP change involves the Rt. 1/Little Heaven grade-separated intersection. According to DelDOT’s financial information, the project’s cost has risen to the point that a MPO TIP amendment is necessary. This meeting, which is open to the public, will be in Room 220 of the Levy Court Administrative Complex, located at 555 Bay Road in Dover. MPO public comment period for draft FY 2016-2019 TIP running now through April 30

CAMDEN – The Dover/Kent County Metropolitan Planning Organization’s draft FY 2016-2019 Transportation Improvement Program includes more than $150 million over the next four years of road, bridge, and transit expansion projects in Kent County. The MPO would like the public’s opinion on its draft TIP and the projects within it, and has set a public comment period to run from March 30 through April 30. The TIP represents the first three-to-four years of the MPO’s long-range Metropolitan Transportation Plan. Projects in the TIP are ones for which the Delaware Department of Transportation wants to secure federal funding. The TIP also serves as a budgetary guide for how much money will be spent on each project. MPO public comment period for spending plan in place from March 30 to April 30

CAMDEN – The Dover/Kent County Metropolitan Planning Organization has opened a public comment period for its draft annual spending plan, known as the Unified Planning Work Program (UPWP), for FY 2016. The comment period started March 30 and will run through April 30. This spending plan, which becomes effective July 1, is approximately $500,000. Part of the funds are marked for several planning studies and programs that coordinate transportation and land use in central Delaware. Through the UPWP, the MPO will continue assisting municipalities with their comprehensive plan development. In addition, the MPO will continue to assist the city of Dover’s enhancement of its downtown development district by conducting land use and transportation planning studies. The Dover/Kent County MPO is federally required to have a written work program in accordance with the federal transportation bill, Moving Ahead for Progress in the 21st Century (MAP-21). MAP-21 authorizes federal surface transportation programs for highways, highway safety and transit. The MPO’s policy-making body, the MPO Council, is scheduled to vote on the UPWP at its May 6 meeting. The council will meet at 3 p.m. on Wednesday, May 6 in the council chambers of Camden Town Hall. If approved, the budget goes to the Federal Highway Administration, the Federal Transit Administration and the Delaware Department of Transportation for review and approval. MPO Technical Advisory Committee to meet April 8

MPO Technical Advisory Committee to discuss short-range plan and projects CAMDEN — Two Transportation Improvement Program items are on the docket at the next Technical Advisory Committee meeting for the Dover/Kent County Metropolitan Planning Organization. The meeting is set for 10 a.m. Wednesday, April 8 in the council chambers of Camden Town Hall. TAC members are set to vote on two proposed amendments to the MPO’s existing FY 2015-2018 Transportation Improvement Program (TIP) as well as discuss and vote on the draft TIP for fiscal years 2016 through 2019. One of the proposed changes to the existing TIP involves moving the fight-of-way phase of the Rt. 1/Northeast Front Street grade-separated intersection project ahead of schedule from FY 2019 to FY 2016. Delaware’s Department of Transportation has money available to pay for right-of-way costs earlier than anticipated. Members of the Woods Haven Civic Association also are set to give a presentation about the proposed Northeast Front Street project, as the association members are in favor of DelDOT moving up the project’s timeline. The other proposed TIP change involves the Rt. 1/Little Heaven grade-separated intersection. According to DelDOT’s financial information, the project’s cost has risen to the point that a MPO TIP amendment is necessary. TAC members are additionally set to vote at the meeting on the MPO’s draft FY 2016 Unified Planning Work Program (UPWP), or annual spending plan. This meeting is open to the public, which is encouraged to attend. Camden Town Hall is located at 1783 Friends Way in Camden, off of Voshell Mill Road and near U.S. 13. Bicycle Maintenance Courses coming in April

BICYCLE MAINTENANCE COURSES Wondering how to change a bike tire? Wondering what a drivetrain on your bike really is and what it does? How about the size of the bike your riding, does it fit you? The city of Dover has partnered with Dave Moses, local cyclist and owner of Dave’s Road Bikes to offer three (3) two-hour courses in April on the basics of bicycle maintenance. This class will be geared for individuals who are interested in learning more about how to take care and do basic maintenance on their bikes. Classes will be held at the Dave’s Road Bikes, weather permitting class may be held outside. Activity Fee: $10 Pre-registration is highly recommended through the City of Dover Parks & Recreation Department. Classes will be held on April 9, 16 and 23, respectively. MPO now recruiting Public Advisory Committee members

Are you interested in transportation in Kent County? Have you ever wondered, how the the planning process for transportation projects works? Have you wondered how you can get involved in your community? The Dover/Kent County Metropolitan Planning Organization is looking for enthusiastic community members to join its Public Advisory Committee, or PAC. The Public Advisory Committee ensures that the MPO receives input from the public regarding all transportation plans, programs and policies that the MPO Council adopts. PAC members are appointed on a volunteer basis. Appointing agencies are the Governor’s office, the Delaware Department of Transportation, the Delaware Transit Corporation, the city of Dover, and Kent County Levy Court. At this time, the PAC has openings for appointees to represent the city of Dover and Kent County Levy Court. There are six PAC meetings per year (one every other month). They take place on Tuesdays from 6 to 7:30 p.m. at the Kent County Administrative Complex in Dover, unless the time and location is otherwise noted.
