UPWP Solicitation Letter
It is again that time of year when the Dover/Kent County Metropolitan Planning Organization (MPO) solicits
ideas for transportation planning projects/studies from our MPO partners, stakeholders, interested parties and
the public.
As you are likely aware, the MPO is a federally mandated, partially federally funded quasi-governmental
organization that assists the state, county and local governments within Kent County with transportation
planning, prioritization, and federal mandates such as air quality, environmental justice and performance
measures. The MPO is your transportation planning partner.
The MPO is beginning the process of preparing our FY25 Unified Planning Work Program (UPWP). As part
of that process, we encourage municipalities and partners to submit planning project ideas and study requests
for consideration.
The MPO will evaluate and prioritize all submitted planning project/study requests, with attention toward
supporting the goals and objectives articulated in our long-rang plan, Innovation 2045 Metropolitan
Transportation Plan (MTP). We will also evaluate for consideration projects that are not specifically
mentioned in our MTP.
Standard practice requires our MPO partners to participate by contributing up to 20% to any selected
transportation study contract. This will be specifically negotiated at the time a project is selected for
inclusion in the FY25 UPWP.
All transportation study recommendations must be received by the MPO no later than close of business
on January 11, 2024. For those who are preparing Comprehensive Plans or Updates, please forward a list
of priority transportation projects to the MPO. This will help in our overall prioritization of projects for the
FY25 UPWP.

Mike Petit de Mange Appointed as Principal Planner at Dover Kent MPO

Mike Petit de Mange Appointed as Principal Planner at Dover Kent MPO
DOVER, DE – The Dover Kent MPO is pleased to announce the appointment of Mike Petit de Mange as the new Principal Planner for the organization. Mike brings a wealth of experience to the position, having most recently served as Kent County Administrator for the past 16 years.
With a distinguished career in public service, Mike’s journey in Kent County includes roles as the Director of Planning Services and Director of Planning and Inspections for the City of Dover. His extensive knowledge and leadership in these capacities have significantly contributed to the growth and development of the region.
Mike Petit de Mange is succeeding Jim Galvin, who retired at the end of last month. In taking up this new role, Mike expresses his enthusiasm for the opportunity to mentor younger planners and remain actively engaged in the dynamic world of transportation planning in Kent County.

Milford N. Rehoboth Blvd. and N. Walnut St. Corridor Study Public Workshop!
The City of Milford will host a N. Rehoboth Boulevard and N. Walnut Street Corridor public input meeting on Wednesday, October 25, 2023 from 6:00 PM to 8:00 PM at the Public Works Facility, 180 Vickers Drive, Milford, DE. Representatives from the City and the Dover/Kent County Metropolitan Planning Organization (MPO) will be available during the two-hour period to gather feedback from the public.
The purpose of the study is to identify gaps in the pedestrian and bicycle network and provide recommendations to enhance bicycle and pedestrian safety in the immediate area. The final report and plan documents would be used to develop construction plans for future City and State capital projects.

Dover/Kent County Metropolitan Planning Organization Announces Public Participation Plan Draft Published
DOVER, DE: The Dover/Kent County MPO has announced that its new Public Participation Plan draft is now published for public comment. The PPP is “a kind of playbook that outlines how we are going to get every voice possible heard.” says Helen Wiles, Public Outreach Manager for the MPO. The new PPP is part of the preparation for 2024’s year-long public outreach for the MPO’s Metropolitan Transportation Plan. The public is encouraged to visit www.doverkentmpo.org to view the PPP draft and then take a survey. Comments will be accepted until September 6, 2023, when the MPO Council votes on adoption.

Dover, Kent County – June 15, 2023 – The Dover/Kent County Metropolitan Planning Organization (MPO) is delighted to announce that the Downtown Dover Partnership has been awarded a mini-grant as part of the MPO’s Parklet Pilot Program. This initiative aims to enhance public spaces in the downtown area by introducing innovative parklets that provide opportunities for relaxation, recreation, and social interaction.
The Dover/Kent County MPO encourages other municipalities within the region to explore the potential of parklets as a means of transforming their public spaces. The Parklet Pilot Program showcases the MPO’s dedication to fostering sustainable and inclusive communities, promoting active transportation, and enhancing the quality of life for residents.

Dover Kent MPO announces four studies now open for public comment.
Dover Kent MPO is pleased to announce that four studies are now open for public comment.
The studies and much ancillary information from public workshops and presentations are viewable on the Dover/Kent MPO website under “Current Studies” (http://www.doverkentmpo.org/current-study-pages). All of these studies are now open for public comment until July 6, 2023, when they will be voted on and accepted by the Dover/Kent County MPO council.
The studies include the Smyrna Clayton Boulevard Intersection Study, the Trap Shooters Interchange Study, the N. Walnut/N. Rehoboth Blvd./10th St. Interchange Study, and the Dover High School Walk Zone Study.

Dover Kent MPO announces two public workshops coming in May.
Dover Kent MPO is pleased to announce two public workshops coming to Kent County in May.
The first workshop will be held on May 2nd, 2023, at the Dover Capital School District Office Board Room at 198 Commerce Way in Dover from 5:30-7pm. The City of Dover remains concerned about the safety of students walking to the Dover High School on Forrest Ave. west of Mifflin Road. The workshop will outline recommendations to improve safety and connectivity for pedestrians and cyclists in the Dover High School walk zone.
The second workshop will be held on May 4th, 2023, at Chesapeake Utilities on at 500 Energy Lane in Dover from 4:30-6:30 The workshop is part of the MPO study of Bay Road Pedestrian and Walking Trails. This study aims to improve pedestrian access to and from the Energy Lane facilities, including Bay Road businesses, DelDOT campus, Kent County office, Ben Hen Corporate Center, and the St. Jones Greenway.
These workshops will provide an opportunity for the public to learn about the studies, share their feedback and ideas, and provide input on the proposed alternatives.
